Everyone needs a Plan-B,

Is dictatorship deliberate? I mean is it an active choice by the tyrant?

Actually not, if you ask the professionals. It is often just a result of thinking models, learned patterns form near reference groups and the circumstances. The genetic characteristics of the dictator are not the defining factor, they just impact how well the individual responds to certain environments.

Meaning; that other circumstances will most likely create other outcomes.

This is not to say that Tyrants don’t have a choice or are less responsible for their wrongdoing. It is just trying to create the hopeful idea of possible, more positive alternatives.

I do find comfort in the thought that there is no given evil in this world and that there always is an alternative ending to the stories - a plan-B.

A Plan-B even for the worst dictators and criminals would have given them a life with fulfillment, less need of self-proof, and fear of non-acceptance.

This is a somewhat provoking thought.

It is not taking the gun out of their hand but it questions if there would not have been a chance to keep them away from violence in the first place.
